Therefore, the petroleum business is run by a single entity, PEMEX, or Petr?leos Mexicanos, the country's state-owned, nationalized petroleum company. PEMEX does not do business with any provider unless that provider offers a turnkey ILI service package. Early in 2005, the decision to approach Mexico's pipeline integrity market was made. Because of specific requirements made on any petroleum industry product or service provider by Mexico, TDW had to include several capabilities within their service package that had not been previously offered. "Few companies can provide turnkey services," says Larry Payne, TDW Pipeline Services Manager. "We went out and hired the right people to access the market. We hired bilingual project managers to manage the projects, establish service centers and hire other sub-contractors to fulfill contract items we don't provide or choose not to provide. We provide all the pigs, cleaning expertise, tracking equipment, ILI inspection services and certain trucks." From TDW's district office in Vera Cruz and a service center in Villahermosa, turnkey pipeline integrity services are launched. Those services include geometry inspection, corrosion inspection, pig tracking and locating, AGM marker placement, cleaning, mapping, CIPS, DCVG, pipeline integrity assessment and certification. John Morrow, Senior Project Manager for the Pipeline Services division recently directed an operation near Guadalajara. The project was a 16-inch in-line inspection operation on two sections (46 km long and 62 km long) of refined products line. For the run on the 46 km length of pipeline, Morrow's crew used a MAGPIE? MFL-ID/OD corrosion inspection pig. This pig is a high-resolution magnetic flux leakage tool that detects and accurately locates metal loss while indicating whether the metal loss is internal or external. In addition to running the pig, Morrow and his crew tracked it using other turnkey solution services that included AGM marker placement and GPS survey. "The ultimate goal," said Morrow, "is to get a correct tracking read." With the data collected from our mapping and locating services, the customer will be able to implement an effective maintenance program that will protect and preserve valuable assets and ensure the pipeline complies with existing industry and government standards. The Guadalajara job on the 46 km length of pipeline lasted roughly 12 hours, but it wasn't complete for Alex Hurtado, the crew's field service technician, until the preliminary results of the inspection data were ready and on the customer's desk before work began the next morning. Going that extra mile... or, kilometer... is part of the service that PEMEX has come to expect from TDW. In just one year, TDW has provided turnkey pipeline integrity services for more than 1,600 kilometers of Mexico's pipelines. Today, there are eight projects at various stages of completion. "In one year's time, we went from being a zero player to making up one-third of the market," said Payne. "As we've demonstrated in Mexico, we sell solutions and not just specific services. In order to fulfill market requirements in Mexico, the solution was providing PEMEX with turnkey services. As a result of bundling an extended range of services in Mexico, our service capabilities have actually expanded allowing us to perform these added services in the USA. It's been an enjoyable experience working in Mexico and fulfilling PEMEX expectations."
